Refresh vs Re-Mark: When Your Car Park Lines Need Repainting

Most car parks don't fail dramatically - they fade gradually. This guide explains when a simple paint refresh is enough, when you need a full re-mark, and why the condition of the surface underneath matters more than either.

Most car parks don't fail dramatically. They fade gradually. Lines that were bright white two years ago become pale outlines still visible, but no longer guiding drivers with any confidence. At some point, the question shifts from 'do we need to do something?' to 'what exactly do we need to do?'

What Is the Difference Between a Refresh and a Full Re-Mark?

Paint Refresh (Overcoating Existing Lines)

A refresh involves applying a new coat of paint directly over existing faded markings following the existing lines in place. This is the quickest and cheapest option, and it works well when (Transport Infrastructure Ireland (TII)):

  1. The existing lines are simply faded but still clearly visible beneath the surface
  2. The bay layout is still correct and compliant - no changes to bay positions, widths, or designations
  3. The underlying surface is in good condition - no cracking, potholing, or significant deterioration
  4. The original markings were applied correctly (lines are straight, bays are consistent dimensions)

A paint refresh buys 2-3 more years in a moderate-traffic car park. It is not appropriate where lines are completely invisible, where the surface has deteriorated, or where the original layout was incorrect.

Full Re-Mark (Remove and Relay)

A full re-mark involves removing the old lines (by mechanical means or with a surface preparation agent where lines are thermoplastic) and re-laying entirely fresh markings. This is the correct approach when:

  1. The car park layout needs to change - new bay configuration, additional accessible bays, or updated traffic flow
  2. Original markings were incorrect - wrong bay widths, misaligned bays, non-compliant accessible bays
  3. The surface has been resurfaced - new tarmac or asphalt requires all markings to be re-applied from scratch
  4. Old lines are completely invisible and there is no reliable guide for the refresh painter to follow
  5. The car park is being brought into compliance with current standards (e.g. increasing accessible bay provision to TGD Part M ratios)

The Condition of Your Surface Matters

This is the question most car park operators overlook when they call about faded lines: what is the surface underneath those lines doing?

If your car park surface has cracking, potholing, or surface degradation, a line re-mark however fresh will not last. Paint and thermoplastic markings both fail when the substrate beneath them breaks down. Lines applied to a deteriorating surface will begin to fade and peel within months, not years, as the surface movement disrupts adhesion.

The sequence matters: surface, then marks. Attempting to extend a car park's life by re-marking a failing surface is a false economy. The marks will look good for a few months and then deteriorate with the surface beneath them.

Revisiting your line marking is also an opportunity to review whether your accessible parking provision still meets current standards. TGD Part M requires 1 accessible space per 20 total spaces for car parks up to 200 bays. If your car park was laid out 10+ years ago, it may not meet current ratios - and a re-marking project is the time to correct this, not after the fact.

Layout Optimisation

Bay widths that seemed acceptable when the car park opened may now feel tight with larger vehicles more common across the fleet. A re-mark project is the natural point to assess whether a slight reconfiguration - even if it costs a few bays in total - would reduce vehicle contact and improve the car park experience.

EV Charging Bay Designation

If your site has or plans EV charging points, the bays need EV-specific markings (EV logo, sometimes a green-outlined bay). A re-marking project is the right time to integrate these rather than adding them separately later.
